Development of the International Advanced Manufacturing Park, will mean a long term increase in traffic at the Downhill Lane junction so the scheme will make major improvements to ensure these junctions are able to cope with increased vehicle numbers. Testo’s roundabout forms the junction of the A19 and the A184, located approximately 4.2km south of the Tyne Tunnel. It is the last remaining major at-grade junction on the A19 between the A1/A168 at Dishforth, North Yorkshire and the Tyne Tunnel. The junction also provides links between the conurbations of Tyneside, Wearside and Teesside, and forms part of an eastern route around the Tyneside conurbation.   The circa £90m improvement project at Testo’s junction will:   - Raise the existing A19 carriageway on embankments and a bridge flyover structure to carry traffic above the A184 roundabout; - Provide entry and exit slip roads to connect the new A19 to the roundabout, requiring it to be enlarged slightly to the west; - Provide connectivity between the Testo’s and Downhill Lane junctions to suit the new layout, using parallel link roads connecting to the existing north facing slip roads at Downhill Lane. - Remove the existing bridleway bridge to the north of the roundabout, and provide replacement (and additional, improved provisions) for all non-motorised users (pedestrians, cyclists and horse riders) around the new junction.

Obtaining prompt planning permission from multiple local planning authorities will be crucial to the success of the SPA. We are looking for a highly motivated planning lead who has experience in preparing and delivering complex major infrastructure planning consents, preferably across multi partner organisations. Some of the works will be undertaken using permitted development rights, hence experience of these rights in the water sector will be invaluable.   Experience in leading and delivering the planning consent on large infrastructure capital programmes is essential, with demonstrated capability in balancing the environmental and planning requirements with the demands of capital project delivery in order to meet the required customer outcomes in a sustainable and efficient manner. You will be an innovative, strategic thinker that embraces and utilises new technologies and processes to expediate the planning consent process. Experience gaining consents on complex linear water projects, alongside experience of Town and Country Planning Act and the National Policy Planning Framework, is required.
