    The Regional Delivery Partnership is a framework contract with Highways England for the development, design and construction of capital road projects that form part of the Regional Investment Programme during Road Period 1 (2015 to 2020) and Road Period 2 (2020 to 2025). The Costain Jacobs Partnership were awarded two lots; Lot 7 (East Region) & Lot 8 (North Region).


    This vacancy relates to Lot 8 for the delivery of 3 schemes along the A1 corridor in Newcastle and Northumberland, with combined scheme budgets in excess of £550M.


    A1Scotswood to North Brunton – Construction March 2020 – late 2022

    A1 Birtley to Coal House – Construction March 2021 – late 2023 (Scheme budget

    A1 in Northumberland – Construction March 2021 – late 2024


    The current early works are being undertaken in Stockton and Leeds (with our designers Jacobs) but will move to the north east prior to construction. It is essential that applicants are willing to travel to and work in the north east.


    This particular role for A1 Scotswood to North Brunton will be based from the Jacobs office in Stockton (nr Middlesbrough) before moving to Newcastle early 2020 as advance works for the construction commence.

    What will I be doing?

    • Set and deliver a Framework SHE Strategy to influence client, joint venture, staff and supply chain delivery teams across multiple contracts.
    • Understand the Company Health & Safety and Environmental (SHE) Policies and Processes and statutory requirements as they affect the company’s operations and ensure that the requirements are implemented on the project/contract/framework.
    • Provide operational and functional management advice on the practical implementation of the company’s SHE policies and processes including external stakeholders such as customers if necessary
    • Provide management, direction, support and guidance to the framework/programme with regard to SHE performance and the implementation of the Group and Sector SHE Strategies
    • Maintain operational interface with the operational framework Directors and Programme SHE Manager.
    • Assist in maintaining and seeking continuous improvement in the Sector and Group SHE strategies and processes including the SHE management system in relation to current industry best practice and minimum statutory requirements.
    • Assist and provide advice to Contract/Framework Management in the understanding of stakeholders (internal and external) aims, priorities and risks with regards to SHE
    • Assist, where needed, with the development of Health, Safety and Environmental Management plans if applicable and coordination of review
    • Provide operational and functional management with advice on the prevention of accidents, incidents and ill health
    • Provide advice and guidance, and where necessary assist with the obtaining legal consents, licenses and exemptions such as discharge consents, abstraction licenses and waste management licenses as and when required and as directed.
    • Undertake and provide advice in key tasks to assist in the development, management, implementation and monitoring of the Safety, Health and Environmental Management System
    • Manage and/or assist Contract/Framework Management in establishing, managing and maintaining relationships with external stakeholders such as local authorities, HSE, EA, and others as required and directed
    • Develop and manage program of, assist with and undertake SHE Advisory Visit, Inspections and Audits where required of operational sites. Participate, as requested in “Company” Group SHE audits. Utilise data including the identification of trends, reporting and influencing.
    • Provide advice, guidance and independence with regards to the assessment of and appointment of sub-contractors
    • Research and/or manage research of Safety, Health and Environmental Issues and best practices as directed by the Sector SHE Manager or delegate
    • Provide support to the Bid management team with regards to marketing, tenders and pre-qualification information
    • Assist if necessary with the preparation of SHE risk assessments and Method Statements
    • Manage, undertake and/or assist with the monitoring, analysis of and reporting of SHE performance. Utilize data to highlight areas of further consideration, evaluation and intervention
    • Assist and/or manage/lead the investigation of accidents, incidents, dangerous occurrences, near misses and other incidents as directed.
    • Assist in and/or manage the preparation and implementation of SHE training/briefings, as directed.
    • Actively promote the company ‘BE SAFE’, ‘BE HEALTHY’ and ‘BE GREEN’ messages in addition to the implementation of best practice principles across the business and to include stakeholders such as the supply chain.
    • Promote best practice, capture best practice and ensure it is fed-back into the business
    • Develop and maintain relationships with relevant customer and joint venture company SHE Managers within the Framework/Programmes and where relevant internal support functions.
    • Set standards and lead by example in the management of SHE
    • Liaise with the other members of the SHE Team and the wider organisation with regards to SHE
    • Manage, if required SHE and/or Environmental Team/individuals on/within the Contract/framework/Program. Manage the development and structure of this team that ensures the ongoing needs of the Contract/framework/Program and individual are met.
    • Ensure that the professional competence of the SHE team, within sphere of influence and provide support in all individual development matters.
    • Maintain own level of knowledge and competency in relations to SHE Management and responsibilities including appropriate qualifications and professional membership
    • Obtain competency cards in line with the company Competence Card Compliance Standards

    About you

    • Safety, Health and/or Environmental Diploma or equivalent NVQ Level 6
    • Working towards CMIOSH and/or MIEMA or equivalent
    • SHE related experience
    • Ability to influence client, joint venture, staff and supply chain delivery teams across multiple contracts.
    • Extensive experience of delivering presentations, talking in public etc
    • The ability to thrive in pressure situations
    • The ability to empathise and communicate with all people, regardless of their background or circumstances
    • Excellent organisations, communication and time management skills
    • A passion of Safety, Health and Environment
    • Management and Leadership Skills
    • Be able to work on own initiative when required
    • Be computer literate
