    East Sussex Highways is a joint venture between Costain and CH2M which will bring together several aspects of highways maintenance, such as roads, pavements, drainage, street lights, traffic lights and structures that are currently run by outside contractors and the county council.

     

    We are looking for a Schemes Project Manager to join the team who will be responsible for the project management of design and delivery from cradle to grave of a wide range of projects from transformational business improvements to cyclical highway maintenance services to scope, time, cost, quality, specification, safety and environmental requirements.

    What will I be doing?

    • Manage projects on a day-to-day basis from end to end, within agreed constraints and authority.
    • Ensure the projects comply with health, safety and environmental regulations and that issues of health, safety and environment are paramount to the projects.
    • Manage and deliver the projects, to time, cost and quality targets.
    • Ensure compliance with legislation, standards and processes.
    • Ensure that the projects deliver the required products at each stage of the project lifecycle, to the required standard of quality, and within the specified constraints of time and cost.
    • Report project progress.
    • Identify and implement process improvements. Establish the project organisation: define roles, responsibilities and deliverables for all team members.
    • Manage and administer consultant and supplier contracts.
    • Responsible for the complete end to end process of a scheme, with an allocated Project Team.
    • Responsible for the overall successful initiation, planning, design, execution, monitoring, controlling and closure of a project.
    • To manage budget, programme, resources, issues and risks and ensure all online systems such as SPP, CEMAR etc are regularly updated.
    • To ensure that EWNs, CENs and other contractual information are raised to the client via QS through CEMAR as per the agreed process.
    • Liaising with IPM to ensure a compliant programme.
    • Coordinate and ensure Principal Contractor is carrying appropriate inductions early on in the delivery process.
    • Adhering to the project management processes and updating all project web-based dashboards and other tools such as risk registers, issues registers, PEP, COMM’s plans etc as may be necessary.
    • Assist CPM in coordination of the project where required. Update other SPMs on new works, in liaison with Integrated Planning Manager, agree and manage resources where it is clashing, collate lessons Learnt for further review with CPM and logging.
    • Hold regular various collaboration, design review and progress meetings with the project teams, CPM and other stakeholders.
    • Communicating and updating customer and client regularly.
    • Manage schemes from concept, feasibility, design, construction, handover and Final Account including managing; CDM regulations, Scheme sign off (using F80 forms), Asset data and H/S files, defects.
    • Ensure materials, and Sub-Contractor invoices are processed in time by commercial department.
    • Attend any Directors reviews as may be required.
    • Comply with all personal development and continued professional requirements (CPD) as required. Ensuring a project team (QS, Networks Representatives, Supervisor/Scheme Manager, SHE, Stewards, COMM’s Representative) are set up early on.
    • Ensure roles/responsibilities and lines of communications are properly defined and established respectively at the start of the project.

    About you

    • Experience of personal responsibility for managing highways maintenance and management projects and working in a large, complex, safety focused and integrated highways services organisation(s), and delivering to time, budget and quality.
    • Degree qualification and or appropriate professional qualifications in project management are highly desirable.
    • Technical experience relevant to the type of project is also required and this will vary from one project to the next.
    • Knowledge of NEC contract an advantage
    • Excellent communication and interpersonal skills.
    • Demonstrable communication and IT skills (including Word, Excel and PowerPoint).
    • Excellent organisational and multi‐tasking skills and an ability to work under pressure and meet deadlines, whilst maintaining attention to detail.
    • Flexible approach to working hours, should it be necessary to work outside of the core working hours.
    • Collaborative, self-organisation and planning skills essential.
    • Ability to convey massages through emails, meetings, presentations and or public exhibitions highly desirable.
