    Approximately 1.1km apart, the A19 Testos and Downhill Lane junctions suffer from congestion, especially during peak times. Development of the International Advanced Manufacturing Park, will mean a long term increase in traffic at the Downhill Lane junction so the scheme will make major improvements to ensure these junctions are able to cope with increased vehicle numbers.

    We are looking for experienced Senior Quantity Surveyors to lead on the commercial management of key subcontract packages and support the wider commercial team functions on this major highway improvement contract for Highways England.

    Please note that the start date for this role is March 2019.

     

    What will I be doing?

    • Subcontract Procurement - scoping and quantifying packages of work, collating subcontract enquiry documentation, issuing tender enquiries, analysing tenders including documenting queries and clarifications for the various packages of work.
    • Demonstrate compliance and adherence with project and company commercial procedures for procurement and subcontract management.
    • Management of subcontract accounts – chair subcontract award meetings and complete all subcontract documentation to enable execution of the subcontract. Assess monthly applications for payment including undertaking accurate site measures and issue payment notices with strict adherence to the payment timetable. Follow governance process for instruction of all additional works (compensation events). Assess compensation events in accordance with subcontract to ensure timely resolution. Issue early warning notices. Negotiate and agree final accounts.
    • Prepare and submit monthly subcontract manager reports to the Project Quantity Surveyor to accurately report on the status of subcontract applications for payment, subcontract liabilities, forecast out-turn cost inc. cash flow profile, change control, risks and opportunities.
    • Comply with the commercial timetable with regard to subcontract liabilities, forecasting and subcontract payments.
    • Regularly obtain, review and archive all site records relating to your subcontract packages including labour and plant allocations, site diaries, photographs and record sheets.
    • Identify and report change from the target price to the Project Quantity Surveyor and Commercial Manager.
    • Diligently use the project document management system Business Collaborator and Commercial Platform to store and archive all correspondence, records, subcontract documentation, notifications, programmes and any other documentation pertinent to the subcontract works.
    • Management of a Graduate Quantity Surveyor or Quantity Surveyor providing a mentoring role to support and advise as required.

    About you

    • Awareness and understanding of appropriate construction contract law and forms of contract through experience and formal training. This contract is an NEC based contract (main and sub contract)
    • Knowledge of commercial and financial processes
    • Relevant degree qualification.
    • Experience in the highways sector.
    • Computer competence (MS Word, MS Excel, document control system, financial system e.g. Enterprise1)
    • CSCS card required.
