    The Decommissioning Delivery Partnership (DDP) Framework:


    The DDP programme has been initiated to accelerate risk and hazard reduction at the Sellafield site. DDP has been primarily for the decommissioning programmes of Remediation including POCO, FGMSP, MSSS, PFSP, PFCS, Calder, and Waste. The DDP has been grouped into three lots, with LDP(s) awarded specific to the anticipated scope of each lot. Costain is one of four consortiums within Lot 1.


    The objectives of Lot 1 are to replace the existing Decommissioning Framework Agreement 2 (DFA2) and Multi-Disciplined Site Works (MDSW) frameworks; and build upon the success of these going forward over an extended term and to increase the level of collaboration and opportunities available to the selected contractors within the Programmes across Decommissioning at Sellafield.


    The DDP contract is a 5yr+5yr NEC3 contract, work in Lot 1 is distributed to one of four LDPs. Work less than £5m is awarded via a work allocation process. Work greater than £5m is tendered via the mini-Tender collaborative procurement process.

    The key parties are:

    • The Nuclear Decommissioning Authority (NDA)
    • Sellafield Ltd who are the site licence owners, operators and principle contractor in the context of the DDP contract, all task orders are let to the Lead Decommissioning Partners (LDPs) by Sellafield Ltd
    • Nexus Decommissioning Alliance (Costain as LDP) the Nexus decommissioning Alliance is made up of several organisations Nexus is made up of Costain (main contractor and LDP) and several key tier 3 subcontractors.

    What will I be doing?

    • Lead and develop the efficient and effective management and issue of accurate, timely and compliant notices and correspondence
    • Ensure contractual and commercial risks and opportunities are identified to the Framework Manager / Commercial Manager
    • Maintaining registers of variations, delay, extension times and claims, effective and consistent implementation of the Company's commercial policies and procedures.
    • Assist with preparation of monthly progress valuations and claim for work completed.
    • Liaise with Employers commercial teams & client team
    • Produce pre-Contract tender negotiations & reports where necessary
    • Produce monthly cost reports, forecasts, and Contract Budget reports
    • Review value management and advise on Risk management
    • Prepare, review and complete of sub-contract documentation
    • Plan change management and cost control
    • Prepare & agree interim applications for payment
    • Prepare & agree final accounts with sub contractor
    • Manage subcontracts from initial placement of order to final account
    • Monitor and update Procurement Plan, Sub-contract procurement including analysing commercial comparisons
    • Produce requisition and award letters
    • Monitor main contract- including assisting with and producing Change Reports, Value Change Report Forms Main Contract, Monitor allocation changes

    About you

    Previous commercial experience with knowledge and appreciation of the Main Contracting environment:

    • Relevant Degree in Quantity Surveying or equivalent
    • RICS/ICE - preferred
    • Previous Nuclear experience (desired but not essential)
    • Working Practical knowledge of NEC3
    • Post-graduate commercial experience in the construction industry with demonstrable track record of achievement
    • Demonstrable financial and commercial acumen
    • Practical approach, logical thought process and a methodical way of working
    • A creative and innovative approach to problem-solving
    • Preparation of reports, payment certificates and interim financial reports and closeout reports
    • Extensive experience of drafting effective contractual correspondence and the facilitation of collaborative solutions
    • Experience of developing & implementing procurement and contract strategies
    • Strong analytical skills
    • Demonstrable legal, contractual and construction knowledge
    • Confidence and ability to assert influence
